We’ve had a Responsible Contractor Program (RCP) policy since the 1990s that supports:

  • Small business development
  • Market competition
  • Control of operating costs
  • Fair market wages
  • Benefits and training based on local conditions for workers employed by contractors/subcontractors (subject to fiduciary principles that require competitive returns on our real estate and infrastructure investments)

The RCP policy demonstrates our support of human capital management by promoting the use of responsible contractors who offer fair wages and benefits. We believe that an adequately compensated and trained worker delivers a higher quality product and service.

Principal Requirements of the RCP Policy

  • Applies to contracts over $100,000 for real estate or infrastructure investments in which we own more than 50%
  • Establishes a duty of loyalty and prudence for us and our managers
  • Establishes competitive bidding requirement for RCP managers
  • Requires observance of local, state, and national laws
  • Establishes delegation requirements for RCP managers
